Inburgering is the Dutch civic integration system: language skills plus knowledge of Dutch society (and, on some routes, labour-market modules). Expats often ask two different questions at once: “Am I legally obliged to integrate now?” and “What exams will I need later for permanent residence?” Those are related but not identical.

Wet inburgering 2021 and the B1 default
If you became subject to the civic integration obligation (inburgeringsplicht) on or after 1 January 2022, IND points you to the Civic Integration Act 2021 (Wet inburgering 2021 / Wi 2021). Under Wi 2021, municipalities play a central role: they help place you on a learning route and a personal integration and participation plan (PIP).
Wi 2021 uses three main learning routes. The common B1-route aims at Dutch language level B1 (CEFR) plus civic knowledge exams. An education route (O-route) targets B1 or B2 with a school pathway. A self-reliance route (Z-route) exists for people who cannot reach B1 within the normal framework — confirm details with your gemeente and DUO.
People who still talk about “A2 only” are often describing older Wi 2013 exams or the IND secure-residence minimum. For Wi 2021 obligated newcomers, B1 is the default goal on the B1-route; municipalities may allow stepping down to A2 after substantial documented effort (DUO and Divosa guidance describe conditions such as many hours of recognised tuition). Always verify your route in your PIP — not on a forum post.

B1 vs A2 for permanent residence
IND’s integration requirement for a more secure residence permit is not the same as Wi 2021 obligation. IND often accepts a civic integration diploma at least at A2, or a Wi 2021 certificate / recognised exemption. Check the IND civic integration page for the evidence list that matches your application.
Who is obligated vs exempt — HSM and other permits
Two different legal ideas get mixed up in expat chats:
Inburgeringsplicht (civic integration obligation) — you must follow a programme and pass exams within a deadline (often three years). DUO administers this obligation. Family reunification and some other routes commonly trigger it; many Highly Skilled Migrants on a temporary work permit are not placed under this obligation solely because of HSM status. That is a planning pattern, not a personal guarantee — always read your IND decision letter.
Integration requirement for a more secure residence permit — when you apply for permanent residence, EU long-term resident status, or certain other stronger permits, IND usually requires civic integration proof (diploma, Wi 2021 certificate, or an exemption / dispensation IND accepts). This can apply even if you never had inburgeringsplicht during your HSM years.
So the HSM answer is usually: you may not have to inburgeren to keep working on HSM today — but if your plan is “stay if I lose the sponsor,” permanent residence and citizenship typically bring integration proof back into scope. Start exams early enough that certificates exist before you need them.

Do not assume from nationality alone
EU/EEA and Swiss citizens follow different free-movement rules. Non-EU HSM holders still need to verify their own letter. Exemptions (age, school-age residence, medical grounds, sufficient integration documents, and others IND lists) are case-specific.
Exam components and KNM after 1 July 2025
KNM means Kennis van de Nederlandse Maatschappij — Knowledge of Dutch Society. It is the civic knowledge exam newcomers take as part of inburgering (alongside language skills). Language exams typically cover reading, writing, speaking, and listening. Wi 2021 obligated routes also include participation elements such as the participation statement trajectory (PVT) and labour-market module (MAP) where your route requires them.
From 1 July 2025, the KNM exam is based on revised end terms (eindtermen). Government and Cito communications describe a shift toward testing knowledge of how Dutch society works (including themes such as women’s self-determination and Holocaust awareness) rather than older behaviour-style “what should someone do?” questions. Practice materials from before that date can be partly outdated.
DUO takes the exams. Use current practice exams on inburgeren.nl — not third-party quizzes as the source of truth. Exam fees, pass scores, and booking rules live on DUO; we do not republish numbers that go stale.

KNM is not “on-site culture day” content
KNM is an official exam administered by DUO. Prepare with current official practice materials. Government news of 30 June 2025 confirmed the revised KNM end terms apply from 1 July 2025.
DUO, IND, and your gemeente
DUO (Dienst Uitvoering Onderwijs) is the official body for civic integration exams and much of the obligation administration. English information and exam practice live at inburgeren.nl. Book exams and track results there — not through unofficial marketplaces.
IND decides residence permits and assesses the integration requirement when you apply for a more secure residence status. IND does not replace DUO as the exam organiser.
Your gemeente (municipality) is central under Wi 2021 for people who are obligated: learning route, PIP, and course referrals. Course availability and quality vary by city. Keep a folder with IND letters, DUO results, and gemeente correspondence — you will need it for PR or naturalisation later.

Links to permanent residence and citizenship
Integration certificates often reappear when you apply for permanent residence or naturalisation — even if your original HSM permit never mentioned exams. Plan language and KNM as part of a five-year stay timeline, not a last-minute scramble.
Permanent residence stabilises stay rights without requiring Dutch nationality. Citizenship is a separate step with additional nationality rules. Read both guides when you map years three to five.
How to sequence (orientation): confirm whether you have inburgeringsplicht now → if not, decide whether PR/citizenship is a goal → start language/KNM early → keep certificates ready before IND applications.
