Many Highly Skilled Migrants plan around a five-year horizon: “If I lose my sponsor near year five, can I stay?” Permanent residence (in Dutch often verblijfsvergunning voor onbepaalde tijd) can reduce dependence on a temporary work permit — but it is not something the IND grants automatically when an HSM card reaches its maximum validity.

What permanent residence is not
Permanent residence is a long-term stay status. It is not Dutch citizenship, an EU passport, or an automatic end to all immigration admin.
You typically keep your original nationality with PR. Naturalisation (becoming Dutch) is a separate municipality / IND process with its own residence, integration, and sometimes renunciation rules. Many people hold permanent residence for years before deciding on citizenship — or never naturalise.

The 5-year HSM → PR path (orientation)
IND’s highly skilled migrant page notes that with a residence permit for 5 years you can apply for a permanent residence permit. That is a planning signal — not a guarantee that every HSM year automatically qualifies, or that you can wait until the last day without documents.
Think in stages: keep your temporary permit lawful and continuous; meet integration requirements if they apply; then apply for permanent residence as a separate IND procedure while your current permit is still valid.
IND expects consecutive years with a valid residence permit. Short holidays are normal; long postings abroad, delayed renewals, or periods without a valid permit can complicate the five-year story. Keep a simple log: entry date, each permit type and validity, renewals, and absences of more than a few months.

HSM validity vs PR eligibility
Your HSM card’s maximum validity (often discussed as up to 5 years) is not the same as being granted permanent residence. Confirm both on your decision letter and the IND permanent residence requirements.

When you apply, IND guidance notes that the IND first checks whether you meet the requirements for residence as a long-term EU resident. You may receive an EU long-term resident permit, a permanent residence permit, or an extension of your current permit — depending on assessment. Do not assume which label you will get from forum posts.

Fees and decision period
IND publishes application fees and states that it must decide within 6 months (extendable). Confirm current amounts and timelines on the IND page — do not rely on copied figures from older articles.
Inburgering vs exemption (for a more secure residence permit)
For permanent residence or long-term EU resident status, IND usually requires proof of civic integration at least at A2 — or an exemption / dispensation. This integration requirement for a more secure residence permit is not always identical to the inburgeringsplicht that may apply right after your first permit.
Some HSM holders are surprised that exams matter at PR even when day-to-day work was in English. Start early: waiting until year five to book A2 exams is a common stress pattern.

Collect diplomas, certificates, or exemption evidence before you apply. Send certified copies as the IND application appendix requires.
Job changes late in year 5 — and how to sequence IND
Job changes near year five are a common anxiety point. An HSM permit stays tied to recognised-sponsor employment. If employment ends while the permit is still valid, IND allows a job-search period (usually up to 3 months; up to 6 months in some cases from 22 May 2026 — see our HSM and layoffs guides). That window is not permanent residence.
Switching to a new recognised sponsor can keep lawful HSM stay continuous — if reporting and permit rules are followed. Gaps, late renewals, or staying after a search period ends can put your continuous five-year story at risk.
Applying for permanent residence does not pause IND rules about unemployment on an HSM permit. Sequence both: stay lawful now, and pursue PR when requirements align.
Follow IND’s process rather than inventing a parallel checklist. After a positive decision, IND notes you are free to work without a TWV; the residence document is typically valid for 5 years and can be renewed. Citizenship remains optional and separate.

Collect documents listed on the written / online application form; legalise foreign documents where IND requires it.
Apply online or by post while your current residence permit is still valid (IND states you may apply from 3 months before expiry; if you already have more than 5 years, you can choose timing).

PR does not replace the job-search clock
Losing a sponsor triggers HSM unemployment / job-search rules first. Permanent residence is a parallel long-term track, not the emergency bridge for unemployment.
